Otis Payne, 81, of 506 Chalybeate Ave., Iron Gate, Virginia, died, Thursday, October 2, 2003 at his residence.
He was born on December 13, 1921 in Branchland, West Virginia, a son of the late Lee and Judy Salmons Payne.
Mr. Payne retired after 36 years of service from the National Weather Service (NOAA), where he served as deputy director of the instrumental division. After retirement he was appointed by the State Department to serve the United Nations World Meteorological Organization (WMO) in Geneva, Switzerland for two years. Mr. Payne was a member of Keyser Memorial Presbyterian Church of Iron Gate, former member of the America Men=s Club in Geneva Switzerland, Elks Club and the Lions Club. Mr. Payne was a former member of the town council in Iron Gate and was later elected Mayor. He served as treasurer of the Democratic Committee for Alleghany County. He was a U.S Army Air Corps Veteran, having served in WWII.
He is survived by his wife of 55 years, Sarah Showalter Payne of Iron Gate; three daughters, Stephanie Payne Tyree and husband David of Blue Ridge, Virginia, Jacqueline Payne Leathers of Iron Gate and Melanie Payne White of Iron Gate; two sisters, Bertha Mauck of Manassas, Virginia and Arbie Richmond of Madison, Indiana; eight grandchildren, Christopher David Tyree and wife Melanie, Jason Samuel Tyree and wife Lisa, Julie Ann O=Brien and husband Conor, Jessica Ross Woodrow, Ross Evans Tyree, Sarah Woodrow Sbengheci and husband George, Ashley Elizabeth Tyree and Margaret Elizabeth Woodrow; six great- grandchildren, Gabriel Payne-Jones, Madeline Payne-Jones, Lucas Payne-Jones, Colin Woodrow, Quinton Woodrow-Sbengheci and Jakob Woodrow; and a number of nieces and nephews.
In addition to his parents he was preceded in death by a sister, Iris Lewis and a brother, Leo Payne.
A memorial service will be held on Sunday, October 5, 2003 at 3:00 P.M. from the chapel of Nicely Funeral Home with the Reverend Lisa Marshall officiating. Internment will follow in Mountain View Cemetery, Clifton Forge. The family will receive friends on Saturday evening from 7:00 until 8:30 P.M. at Nicely Funeral Home. Graveside Military Rites will be conducted by VFW Post 1033.
